DUTIES & RESPONSIBILITIES
Under the direct supervision of the Programme Director, the Programme Officer is responsible for the coordination of the Gorée Institute programme on implementation of democratic governance, civic space and political processes in West Africa.
Responsibilities
- Contribute to the implementation of the Power of Dialogue and Charter Project Africa programs in the field of governance and civic space, support for electoral processes and human rights
- Conceptualize and implement joint projects in the field of democratic governance, elections, and civic space
- Identification of local partners for the implementation of the program.
- Monitoring of the development, implementation, and technical reporting of the activities for which you are responsible following the requirements of the Gorée Institute and its financial partners.
- Policy analysis and strategic advice to program management
- Networking of political actors, civil society, regional bodies (ECOWAS, African Union, G5 Sahel) and the international community in West Africa and beyond.
- Adopt a results-based program/project management
- Organize, lead and coordinate thematic groups on democratic governance and political processes in West Africa
- Contribute to the fundraising of the Program and projects.
- Contribute to institutional communication on the regional program and its projects.
- Contribute to the representation of the organization in external or internal events
Other skills & Abilities
- Sound knowledge of governance and civic space
- women and youth participation in democracy and development issues.
- sound knowledge and skills in electoral processes in Africa
- Evidence of strategic thinking and proven ability to organize, plan and prioritize work.
- Relevant field experience related to, implementation and evaluation of governance and political processes programmes.
- Strong design skills, drafting and reporting
- Ability to develop themes undertaking research
- Experience in performing executive services for international organisations, or in a similar capacity in a program coordinating context is essential.
- Excellent presentation skills and drafting ability are essential.
- Knowledge of the West African context is an advantage.
- Ability to work in a team and independently.
- Demonstrated experience in human resources management
QUALIFICATIONS
Experience
3 to 5 years of substantial professional experience in positions of progressive responsibility including project management positions at the international or national level working on governance, civic space, electoral processes, youth and women participation in democracy, and/or regional or international co-operation.
Education, training and knowledge
- Advanced University degree in political sciences, human rights, law, international relations or related field.
- Special interest for women and youth’s empowerment, governance, civic space, civic tech and elections
Languages & Communication
- Fluency in both English and French, with excellent drafting skills in both;
- Good communication and interpersonal skills, and willingness to engage in constructive two-way communication.
Computer skills
- Knowledge of computer applications
- Digital communications and social media
Personal qualities
- Dynamic, self-motivated, conscientious, professional, devoted, honest and discreet
- Display cultural, gender, religion, race, nationality and age sensitivity and adaptability
- Takes ownership of all responsibilities and honours commitments
- Be in line with Goree Institute core values
- Having a demonstrated understanding of African culture would be an asset
